Mr. Bishal Kumar Karn is a development professional with over 12 years of experience in entrepreneurship development, financial literacy and inclusion, economic empowerment, and cooperative capacity strengthening. He holds a Master’s in Business Administration (MBA) in Finance and International Business from Jamia Millia Islamia University, New Delhi, and a Bachelor of Business Studies from Tribhuvan University

Throughout his career, Mr. Karn has held leadership roles in major donor-supported programs, including USAID-funded initiatives and Plan International Nepal’s Youth Employment and Entrepreneurship Development projects. He has extensive experience in TVET coordination, SIYB training, enterprise development, remittance-based livelihood programming, and financial service linkages with cooperatives and banking institutions. His expertise includes project planning and budgeting, risk management, stakeholder coordination, monitoring systems (MIS), and compliance management.

As Secretary of HEARD Nepal, Mr. Karn oversees institutional documentation, organizational coordination, policy compliance, and administrative governance processes. He supports strategic alignment between program implementation and institutional objectives while ensuring accountability, transparency, and effective communication across stakeholders.
