Technical Advisor – Education Development Specialist | System Strengthening Expert.
Mr. Yogendra Chapagain is an education development professional with over 11 years of experience in Nepal’s education sector. He specializes in education system strengthening, project management, policy development, teacher professional development (TPD/TPS), and capacity building through Technical Assistance (TA) in collaboration with the Government of Nepal and development partners.
He holds an M.Phil. in Education Studies, along with Master’s degrees in Rural Development and English Education. His academic and professional background enables him to link research, policy, and implementation for improving equitable and quality education systems. He has worked in key technical and leadership roles in large-scale education programs supported by partners such as USAID, UKAID/FCDO, EU, and international NGOs. His expertise includes education planning and policy, EMIS strengthening, inclusive education, early grade learning, teacher professional development, and governance reform at different levels of government.
He has led multi-district and provincial education programs covering thousands of schools and local governments, supporting planning processes, system assessments (EGRA/EGMA), data systems, and inclusive policy development. Mr. Chapagain has also contributed to initiatives on education profiling, out-of-school children (OOSC) tracking, inclusive education policy, and curriculum strengthening. He has facilitated more than 50 capacity-building events and contributed to training manuals and research studies. He is recognized for strong coordination with government stakeholders, development partners, and community institutions to support effective and sustainable education programs. He remains committed to promoting equitable access to quality education in Nepal through evidence-based planning and inclusive education reforms.
